[M4IF Technotes] Intra/Inter Decision on mpeg4

Hi,
    Which is the best method for deciding the
intra/inter decision in mpeg4 encoder.
Is decision based on SAD of luminace alone will give
better performance. Which could be the most ideal way
of deciding the block in intra or inter.
