In my understanding, 
"Sprite" in the tool table means basic and low-latency sprite tools 
which work on S-VOP with sprite_enable==static, and
"Global Motion Compensation" in that table means that the GMC tool 
which works on S-VOP with sprite_enable==GMC, S(GMC)-VOP.
