[M4IF Technotes] question on RATE CONTROL

Hi,
Could someone tell me where I can find the
documentation/explanation for TMN8 and TMN10 rate
control algorithm.  I can find TMN5 by simply
searching the google.  But I met some troubles for
locating others.  Thanks a lot,
