[Mp4-tech]Data Partition in JM

Dear all,
       I have a question about data partitioning in JM software:
      In JM software, there are three partitions if you enables data
partitioning. And I use a variable "nalu->len" to find each partition  
size. I find that only one nal unit for I frame and two nal units for  
P frame.
      Based on the definition of DP, The decoder can decode part of a  
frame if it only received one or two of three partitions.
      Now there are two nal units in the P frame.
      The first case I met is that the decoder will discard this frame  
data if it only receives second unit. And the second case is that the  
decoder will meet error if only the first nal unit is received.
      So how to solve above problem I met and how to utilize data  
partition to improve video quality with loss rate in a correct way?
