[Mp4-tech] closed caption

Hello experts,
we working on MPEG-2 Transport stream(h264 video + some audio).
  how to add closed caption to the Transport stream.
  I am not sure whether to add closed caption data as seperate stream.
  what is the value for stream type if closed caption is added as seperate Pes packet.
  which document we have to follow for implementing Closed Caption ?
