[Mp7-tech] Backward compatibility

Hi All,
I am new out here and am an amateur as for MPEG-7 is concerned.
I wanted to know if MPEG-7 is backward compatible. What I wanted to know is, will a MPEG-7 decoder be able to decode a MPEG-2 or MPEG-4 video file? 
Because of the apparent view that MPEG-7 is a Multimedia content description standard, as against a standard which deals with coding of motion pictures and audio as other MPEGs, I am kind of confused if a MPEG-7 decoder can decode prior MPEG formats. In essence, what I see is MPEG-7 is not a superset of its predecessors.
Can someone clear this up for me.
