[M4IF Discuss] mpeg 4 levels definition

This is a discussion for the technotes list,
technotes   lists.m4if.org
(You would break the L1 restriction which is 64K max, not average.
 You need to set the average at 64k-delta or get a better rate control 
  algorithm.   :-)
