If they get sublicensing rights ... why not.
Actually, and quite seriously, M4IF has adopted resolutions at 
multiple meetings that would welcome alternative (Reasonable and 
Non-Discriminatory) joint licensing schemes for the same essential 
patents necessary to implement MPEG-4 technology.
