[MPEGIF Discuss] News on AVC Licensing Terms

For scalable coding covered by MPEG-4 part 2, the current
licensing pool seeks to include as much IP as possible.
For scalable coding based on AVC - any pool covering scalable 
coding would be facilitated by a specification. There isn't
currently any such specification, and I am not aware of 
non-spec related initiatives to set up any pool.
