Google has updated its directory section with new ODP data recently, so  
hopefully they will do this monthly now like they did it in the past.  
The long pause was caused by UTF-8 incompatibility issues between ODP  
and Google. Some of the relevant categories for MPEG-4 related sites  
are:

Most of them also have software subcategories where you can submit your  
site through the ODP interface if you wish to do so. It also provides a  
category description with guidelines how to submit, e.g. which sites are  
on-topic in that category and which not. The Google version adds an  
interesting page ranking to the different sites based on their own  
methods while the ODP categories simply sort the URLs alphabetically  
using their title. The ODP version always shows the current state  
though, i.e. when a site is accepted by the editor, it will be listed  
immediately, see e.g.:
