Hi William,
Slice structuing as you know, basically segments the image into a groups of
Macroblocks. Dependencies to macroblocks outside of the slices are
eliminated.
Data partitioning is a different way of packaging the data (inside a slice
or video packet) so as to help recover from errors introduced during
transmission.  Data partitioned data has DC coefficients seperated from AC
coefficients as well as other "tricks".

  You are absolutely right, Annex K is Slice Structure Mode, which
partitions a frame into slices so the decoder can recover from error as soon
as possible.
But I am a bit confussing here, what is difference between data
partintioning and slice mode?

Hi Sudhakar,
    MPEG-4 is built over H.263. MPEG-4 has adopted the core compression
efficiency tools from H.263 like unrestricted motion vector, 4 MV etc.
The additional tools of MPEG-4 are adaptive AC/DC prediction, resync
markers, data partitioning, RVLC, non-linear quantization of DC
coefficients, supporting separate VLC table for Intra macroblocks etc.
These comparisons are between MPEG-4 simple profile and H.263 only.
