[M4IF Technotes] Flexibility in resolution in Video levels

Level 0 was created with wireless devices in mind. So, amongst the other
restrictions that Level 0 imposes, it says that the image size can be no
larger than 176 x 144 in each direction. Of course any size inside that
dimension is fine.
