No, FGS encodes the bitstream into the base layer using the coarse
quantization parameter. The difference between the reconstructed base
layer and the original bitstream is encoded using DCT. The differential
DCT coefficients are stored in form of bit planes. I think SNR scalability
is implemented in Amendment 2 and FGS is implemented in Amendment 4.
