[M4IF Technotes] segment representation models

Hi all,
Introduction: (please correct me if I'm wrong)
MPEG-4 dynamic coding schema is based on 2 elements:
1. Image segmentation into (possible variable-size) blocks
2. A group of segment representation models:
        DCT, background mode, motion compensation mode, fractal mode...
One and only one representation model is chosen for each segment.
Questions:
1. Does the MPEG-4 standard present the flexibility of adding one more NEW representation model?
2. How can this be standardized? (update the present standard)
3. How many representation models can be added?
