[M4IF Technotes] Blocking and ringing semaphores for post-processing

There is a short paragraph in the MPEG-4 spec, discussing the use of
blocking and ringing semaphores to reduce the computational cost of
post-processing.  Does any one have more detailed info/document on how to
use those semaphores?
