Berkley Multimedia Research Center keeps an archive of MPEG related files
at: http://bmrc.berkeley.edu/ftp/pub/multimedia/mpeg/. As I remember, you
can find some of the usual test sequences somewhere in there, though I have
no idea about the terms of use.
