If you are asking about the file format, it is in the Systems 
part of the MPEG-4 Standard, 14496-1.
If you are wondering about the syntax of a video bistream,
check out MPEG-4 Visual, 14496 part 2
Deatils on how to obtain the standard are on www.m4if.org
under resources, which also contains many tutorials. I assume
that given your earlier questions, you should have access to 
the standard though.
