If you are referring to image quality, look at www.vqeg.org
(sometimes that site is a bit slow to respond, can give error
messages but do keep trying).
You won't find actual tools but you will find some information.
That said, be careful: human evaluation of picture quality
is still far superior than a model that is supposed to
replace subjective tests, although models have started to
beat SNR in their predictive power.
