[M4IF Technotes] Suggest some MPEG 4 Encoders

I have not been able to produce Apple MPEG-4 encoded files that use GMC 
and/or Quarter Pel nor found any of them on Apple's MPEG-4 Demo page.
Could somebody point me to such files or tell me how to encode them?
