[M4IF Technotes] rtp pointers for FGS-coded Mpeg-4 streaming

Hello,
For any scalable-coded mpeg-4 stream (such as FGS - which produces BL and
EL), which are the RTP standards that I should follow to
-- packetize and stream the base layer and enhancement stream
-- provide error-resilience to base-layer
Any ietf-drafts, or documents or other pointers/implementations would be
very helpful. As part of my Masters research, I would like to test a
standards-based rtp/rtcp mpeg-4 system.
