[M4IF Technotes] Is OBMC supported by SImple Profile

Hi, there,
Does any of you know if OBMC is supported by Simple Visual Profile?  The 
14496-2 did not give any useful information on this. 
Also, if the encoder doesn't support Inter-4V mode, will that cause any 
loss in compression efficiency and decoded video quality?
