[M4IF Technotes] VTC... regarding initialization of arithmetic coder for SQ mode

Hello!
   I have some problems with the VTC part given in the FDIS.
For single quant mode and tree-depth scanning, I beleive that there can't be 
any bit planes since according to ZTE, the quant_byte is transmitted and 
based on that we can do the decoding. Now the problem lies in the FDIS which 
asks us to read max_bitplane in TextureLayerSQ(). For the DC band, according 
to FDIS, the arithmetic coder is initialized after finding band_max_value. 
What about the AC bands... how is the arithmetic coder initialized (for SQ 
and tree-depth scanning)?
Can anyone clear my confusion ;-)
