[M4IF Technotes] Picture Coding Symposium

Apologies, this is slightly off topic - 
Can anyone point me towards details of the next Picture Coding Symposium
? I think it's in France in 2003 but I haven't been able to find any
detailed information on the web.
A related question - any good email lists for general image and video
coding discussions ? I subscribe to the M4IF and VCEG lists but I'm
wondering whether there is a more general list that's suitable for
"serious" questions.
