It takes a techically documented request supported by as many companies
as you can find, although requests by a single company will surely be
considered. The request should be aimed at the Reqquirements Group.

Because the amount of Levels should be kept to a minimum, I would not
fully rule out an amendment on the existing levels. Perhaps the parties
that have already implemented the decoders can live with that.
If none of the existing encoders exceeds these limits, and future
ones won't either (because of such an amendment) then no encoders or
decoders will ever be broken. There are precedents for such amendments,
even though they are fairly rare and MPEG is very careful doeing these
things.
