[M4IF Technotes] CELP test files or encoder?

Folks,
    All the MPEG-4 encoders I have my hands on only support AAC-LC audio,
not CELP.  Does anyone have a MPEG-4 file with CELP audio I can use for some
tests, or know of an encoder that can make CELP audio?
