[M4IF Technotes] CELP test files or encoder?

I think Ben is looking for products, not source code, but he can
speak for himself.
Envivio has a CELP coder in their product, and there must be
others - please speak up.
Also, I have forwarded the request to a few parties that
may have or know about CELP technology.
