As far as the standard is concerned, the decoder is only
required to handle correct and error-free bitstreams.
In other words, as far as conformance to the standard
is concerned, you can implment only backward decoding
if that's what you want to do (or only forward, or
whatever you want).  As long as you can decode
correct and error-free bitstreams somehow, that's all you
need to do.
