You can use Nero 6 (trial) which include a HE-AAC encoder/decoder.
ALso, a HE-AAC plugin for Foobar2000 exists to play the streams.

Hi all,
	Can anyone tell me where to find the MPEG-4 HE AAC test streams, or
at least an encoder which can generate MPEG compliant streams to test a HE
AAC decoder??
