[Mp4-tech] MPEG4 Encoder

Hello All, 
             I want to write an encoder to convert raw video to MPEG4. However I could not find a comprehensive draft.
Please give me pointers to known source codes and standards , books etc.
I am using C language. How about using  inline assembly?
