I suggest starting by subscribing to the JVT bitstream reflector by
visiting the site
http://mail.imtc.org/cgi-bin/lyris.pl?enter=jvt-bitstream 
and clicking on "join jvt-bitstream".
Also, check out what you find at the JVT ftp site in the
draft_conformance
and bitstream_exchange subdirectories.  The JVT ftp site is found at
ftp.imtc-files.org.
