Any combination is allowed as long as the total number of macroblocks is
within limits.

The MPEG4 standard specifies CIF to be the typical
visual session size for the simple profile L3 case. 
Is there any restriction on the number of macro blocks
that can be placed horizontally or vertically. Thats
is, is it valid to have just 1 row and 396 columns of
MB ?
