Hello,
A general advice would be to try to avoid transcoding from one lossy format (MP3) to another (AAC) because it would result in further degradation of the sound.  But if it is unavoidable (for example, if you are not able to use original PCM wave format from which the MP3 file was generated) you can use NERO Burning Rom (5.5.10.0 or higher - www.nero.com),  and go "extras - file encoding" - select an MP3 file as input, and set the output format to MP4.
