Dear MPEG  experts,
I have a question on the switching mechanism
The decision to switch from long blocks to short blocks is taken in the
psychoacoustic model. This decision is based on the "perceptual entropy"
calculated.
The reference ISO code and the FAAC encoder has hardcoded that value to
-3000. Is there any algorithm which decides this switching at run time? 
When this value of "Perceptual Entropy" is reduced to a small value,
then switching to short blocks happens very frequently and the quality
increases, but at the same time the complexity of the encoder increases.
Is there any standard value of pe which needs to be hardcoded to switch
to short blocks or should it be computed at run time?
