[M4IF Technotes] about stuffing!

In [ISO/IEC 14496-2:1999/Amd.1:2000(E)] , there  is a mb type whose name is "stuffing" included in I-, P- and S-VOPs (please refer to Annex B's Table B-1 in W3056). Now I want to know --- what does "stuffing" means?
