[M4IF Technotes] MPEG-4 encoders with maximum data rate setting

MPEG-4-ers,
    I'm working on an MPEG-4 HD kiosk project (about which I can say little
in public).  The particular hardware we're targeting has a maximum peak data
rate it can handle encoding.  It's great up to that point, but starts
dropping frames like crazy just past it.  While a CBR encode works to keep
my data rate limited, I'd really rather have the space savings of a peak
limited 2-pass VBR, like WMV9 and Sorenson Video with Cleaner have.
    Anyone know of any such MPEG-4 tools?  It just needs to be Simple
Profile.  Envivio Encoding Studio and Squeeze both have 2-pass VBR, but
neither lets a peak be specified.
