The binary_arithmetic_code() represents the shape of a macroblock (which pixels of the macroblock
belong to the object or not). It is only present if you use shape coding (arbitrily shaped,
non-rectangular VOPs). Section 7.5 of the MPEG-4 Visual standard describes how to decode
these bits.
