The Spectral Band Replication technique has been added
to the MPEG Audio Standard a couple of weeks ago. Formal
ratification by ISO will follow, but the text is now final.
The new profile, that employs the technique in a compatible
extension to Low Complexithy AAC is called "High Efficiency AAC".
Standards or source code can never be bought from MPEG, but
in a couple of months, you can buy both from ISO. Reference
Software implementing the Profile is usually given away by
ISO, but:
1) this will tke some time to become available
2) this code is not optimized.
I guess there will be several companies selling codecs,
codingtechnologies (which invented and owns the name "aacPlus")
being one of them.
