Gang,
    If you only need CIF, the Philips solution is quite nice.  The original
version had compatibility issues, but the current model seems to be
rock-solid.
    I haven't looked at it for a while, but the Envivio system was also
quite promising.
    QuickTime Broadcaster has nice software, but is limited by the quality
provided by the Apple MPEG-4 encoder.  But it's hard to beat the portability
of a 12" PowerBook.
