[M4IF Technotes] MPEG4 video + audio bitstreams

Hi,
Where can I get MPEG4 encoded bitstreams at 15 fps SP, VGA/ CIF along with audio lip synchronized with this 15 fps video. 
Any audio (PCM , MP3) will do and video frame rate should be less than 20 fps.
I require this information urgently.
