Hi all,
I am looking for document M2723 written by Y. L. Lee et al. It is mentioned
in the 
MPEG-4 Visual spec and discusses methods for reducing the computational
complexity 
of the deblocking and deringing filters using semaphores.
Is the document publicly available somewhere or is it reserved for MPEG
members only?
