[M4IF Technotes] Questions on H26L

Dear experts, I have some questions on H26L.
Is any kind of Rate-Control mechanism expected to be in
the standard and in the Reference software?
In the RD-Optimization, there is a complex relation between
the langrange multiplier and the quantization factor QP:
how this relation has been chosen?
I'm not sure this is the right list to ask. 
If not, please let me know where to address these issues.
