No particular rate control method will be required for AVC conformance.
The same is true for all other video coding standards.
However, as with several prior standards, there will be a
rate control method implemented in the reference software and
described in an accompanying document. Those aspects have not yet
been finalized.

Again this is about an encoding issue that is not required for
conformance. The method used in the example encoding method
was developed based on a combination of theory and empirical
experiments. One good article providing background information
on that method was published in IEEE Signal Processing magazine
in an article by me and Thomas Wiegand (I think it was in late
'99 or late '2000). The basic design
for how to tie step size and Lagrange multiplier value together
is from Wiegand.
