"mpeg4 frame format" means nothing to me, but "MP4 file format" means 
something. Are you talking about the second ?

In the mpeg4ipproject at sourceforge, there is a tool called mp4creator 
which takes raw MPEG-4 video/audio streams and packages them in MP4 file 
format.
