hi,
I have mpeg4 raw bitstreams,i want to convert them in
to mpeg4 frame format are there any tools/utilites to
do this.

Find the VOP start code, then it is easy to split raw bitstreams into frame. Moreover, finding the specified marker, you can also split a frame into different parts, such as header, motion parts, texture parts etc. It is easy but trivial.
