this is a little off topic but I'll try to explain what I would do.
Seeing all the software browsing you did, I think no existing tool will help
you to create such a file. You should develop it yourself.
You will need to dig into DirectShow and possibly Windows Media SDK. Here
are pointers:

I think it is not straightforward, the sensitive point being the storing of
an already compressed stream into the asf file format, of course... there
seem to be a "data profile" to tweak in order to do that.

Maybe you could try and ask on the DirectX mailing list, people there are
good at using MS technologies.
