I feel that while Gary¡¯s answer is correct, it is not be complete. Base
layer video will not become more ¡°reliable¡± through a lossy channel just
because you dropped the bitrate. There are several other factors to
consider:
 - How much does the reduced BW usage help in terms of improving packet loss
in the network (nature of lossy-ness of the channel?)
- Is the decoder using any kind of error concealment?
- Perceptual loss of picture quality in base layer is not linear with
bitrate 
Etc. etc.

Yes, it's correct.  But be aware that the enhancement-layer coding is less
efficient than the base-layer coding (where the base layer coding is using
interframe prediction).

Hi there,
         While reading papers about FGS (bit-plane method) in Mpeg 4, I am
wondering where it is possible that by using a large Quantization
Parameter, we reduce the bit rate of Base Layer to send it through a low
rate channel.
         Sure that will make the BL less valuable in terms of video
quality, but this will also make BL more reliable through a lossy network.
         Is that right or not?
