[Mp4-tech] MPEG4 packetization?

Hi friends,
I am doing some research on packet scheduling for MPEG4 stream in order
to obtain a best quality video. I need your help:
1) A question: In MPEG4 sub-streams could be encapsulated into packets of
same size. Is this right? Where can I find surpporting information? As far 
as I know, MPEG4 standards only defines decoding of bit stream.
2) Now I want to obtain a pure MPEG4 video stream, coded into a BL and
an EL, under bit-plane encoding scheme. 
3) Then I want to packetize BL and EL into fix-size packets, and count the
packet number of every frame. By frame I mean a static picture.
For 2 and 3 any suggestion about tools will be appreciated!
