The storage of H.263 in ISO family files has been defined by 3GPP.
Have a look at 26.234 in release 5 at www.3gpp.org.
H.264 (AVC) storage in ISO files is essentially defined in an MPEG
document which has not yet (quite) been issued. The choices range
from 'simple' streams which look structurally similar to say MPEG-4
video, with different code-points, through fairly rich support of new
codec features.
