[Mp4-tech] Determine type of VOP contained in a RTP Packet

Hi Stefan,
The next two bits after the VOP start code indicate the
prediction type for the VOP:
00 --> I-VOP
01 --> P-VOP
10 --> B-VOP
11 --> Sprite
