If you have access to the internal document repository of MPEG, your best
bet is to look for document N4350. You will not only need Annex K but also a
description of a few syntax elements (included in the document in question)
if you want to have a full understanding of the decoder specific
information.
Otherwise,  you'll have to purchase the necessary documents from ISO
(http://www.iso.ch/iso/en/CombinedQueryResult.CombinedQueryResult?queryStrin
g=14496-2).
